Civilian Office of Police Accountability Cases
This dataset contains the complaints received by the Civilian Office of Police Accountability and its predecessor agency in Chicago. Complaints include excessive force, domestic violence, bias-based verbal abuse, and coercion with the threat of violence.

The Civilian Office of Police Accountability (COPA) investigates allegations of misconduct by Chicago Police Department members related to the use of excessive force, domestic violence, bias-based verbal abuse, and coercion with the threat of violence. COPA also investigates incidents in which a Chicago Police Department member discharges a firearm or taser whether or not misconduct is alleged. Finally, COPA investigates the serious injury or death of persons in police custody.
Each complaint is represented by a single line. When multiple people are involved, values for each of them are separated by the | character. In all such columns, the people are presented in the same order. For example, the first value in one column corresponds to the same person as the first value in another column.
Other than identifying the Log Number associated with an investigation being conducted by the Bureau of Internal Affairs section of the Chicago Police Department, information regarding such investigations is not included in this dataset.
If any citizen has been mistreated, or seen someone else mistreated, by a member of the Chicago Police Department or if they have information about an incident involving police misconduct then a complaint can be filed.

After filing a complaint, a letter is mailed within five (5) business days detailing whether COPA or CPD’s Bureau of Internal Affairs (BIA) will be in charge of investigating the incident of police conduct.
If COPA retains the case, complaint filer and other complainants or witnesses are contacted by COPA about the complaint.
After concluding investigation, complaint filer and the involved CPD member(s) receives letters from COPA reflecting our investigative finding(s), if any. If discipline or other actions are recommended, the case is then be reviewed by the CPD Superintendent and, if applicable, the Chicago Police Board as part of the review process.
At the conclusion of the review process, complaint filer and the involved CPD member(s) receives a letter reflecting the final findings and the final action taken in the case.
The Bureau of Internal Affairs (BIA) investigates, documents, and reviews allegations of misconduct by members of the Chicago Police Department. Allegations investigated by the Bureau of Internal Affairs include but are not limited to: criminal misconduct, operational violations, illegal search, theft of money or property, planting of drugs, substance abused, residency violations, and medical roll abuse.

|Finding_Code||The overall current case finding, ranked by the following hierarchy: Sustained, Not Sustained, Unfounded, Exonerated, No Affidavit, and No Finding. “Current_Finding” means that even after COPA has completed an investigation and made a recommended finding, the finding can change given post-COPA processes, including Police Department review, Police Board adjudication, and grievance and arbitration processes.||string||-|
